Chad also served as the Internal Audit Manager where he developed an Enterprise Risk Management foundation for the bank’s risk platform. Prior to leaving SmartBank, Chad served as the Director of Deposit Operations and was involved in merging SmartBank and Cornerstone’s core deposit systems. As Director of Operations, Chad oversaw the ACH, wire, debit/credit card, online banking, and remote deposit capture activities.

Chad is a graduate of the University of Tennessee Chattanooga where he graduated Cum Laude and received his B.S., Business Administration with a focus in Finance. Prior to launching 99FinTech, Gary served as the US Chief Product and Compliance Officer for an international point of sale lending company where he developed the product strategy, Americanized the firm’s platform and market approach, built a comprehensive compliance management system, and helped to stand up a working enterprise in only 10 months.
Gary previously led policymaking efforts related to consumer payments, deposits, unsecured credit, and data aggregation at the Consumer Financial Protection Bureau, where he served for 9 years. Among his accomplishments at the Bureau were creating the CFPB’s Consumer Protection Principles for both Faster Payment Systems and Consumer-Authorized Data Access; bringing substantial transparency to checking account overdraft by authoring groundbreaking publications and amending bank call reports; and publishing the Bureau’s Advanced Notice of Proposed Rulemaking on Section 1033. Gary was also a leading proponent and designer of U.S. real-time payments, serving on the Steering Committee of the Federal Reserve’s Faster Payments Task Force as well as the Fed’s Governance Framework Formation Team.
Before joining the CFPB, Gary was co-founder and Partner at Capital Performance Group, a financial services strategy consultancy with a focus on launching new businesses and products, distribution planning, and performance improvement. Richard Oliver, payments system and strategic planning consultant, retired in 2011 as an Executive Vice President of the Federal Reserve Bank of Atlanta, where he spent 38 years overseeing technology and payments system services, including check, ACH, and wire transfer. From 1998 to 2010, he was the Federal Reserve System’s Retail Payments Product Manager with profit and loss responsibilities for the Fed’s $750 million check and ACH businesses. During 2010-2011, Oliver served as head of the Retail Payments Risk Forum, where he co-led a mobile payments industry effort to explore the evolution of mobile payments in the United States. Over the past several years he has delivered many industry speeches, taught at industry schools, and facilitated nearly a dozen strategic planning initiatives for payments organizations, banks, and universities. In 2010, he received the prestigious George Mitchell Payments System Excellence Award from the National Automated Clearinghouse Association. Todd helps community banks better understand Real Time Payments/FedNow, how RTP/FedNow can help retain, attract and grow critical banking relationships and the benefits of adopting Bankers’ Bank’s Aite-Novarica awarding Funding Agent Solution with liquidity management to facilitate settlement.
Todd is a member of the Bankers’ Bank Strategic Planning Committee for all things payments, including instant payments, instant settlement and Crypto. He also works with community banks to create effective payments & technology strategies and seeks out new partnerships for Bankers’ Bank.
